Francis Pumphandle is a dwarf-like man who annoys Yakko, Wakko, and Dot in the Animaniacs episode, Chairman of the Bored with a very long story involving bologna and cheeseball sandwiches and Bob Barker. His voice is always in a dull monotonous tone, and while speaking, he generally tends to go off-topic about his story and talks about certain parts of his story, voicing his own personal opinion about them. The Warners develop an attachment. He reappears in Star Warners as Girth Plotz's torture devices.
