There is only one way for the Prisoner to gain access to this level of the base: they must solve the mystery of the commanders' illness, and be summoned by the general afterwards. If they then agree to work for the commander, they will be granted full access to the base and all of its facilities. Other than General Brixley herself, there are no plot critical characters on this level of the base.
