Mine 12 was a concentration camp and mining facility under Galactica Imperium, built by 2000 BBY, during Utapau's enslavement as Area 12. Helva Shinestar was one of the slaves who worked in the mines. It was filled with enough materials that are capable to build nuclear weapons until it was destroyed by 213 BBY due to a slave uprising which lasted for two years. Its actions had brought only fear to the Galactic Republic into shutting down the facility for an eternity.
