The civil service divisions were a branch of the bureaucracy of the Galactic Empire. Their headquarters were located on the planet Coruscant in a building that Emperor Palpatine had modified from a group of business structures. Although the Empire claimed this move was taken for the purposes of thrift and expediency, the true reason was to hide the extensive modifications done to the interior of the structure, changes that were technically illegal under Imperial law. The Jenet civil servant Losh was an employee of the civil service divisions.
