The Federated States of Vascania are apart of The Federation of Zardugal. The Director of State(DoS) appoints The "Vicar General"(VG) Of The Federated States of Vascania and The VG reports directly to the DoS. The Vicar General acts as the executive of The Federated States and has the authority and responsibility for the daily administration of the state.
