The leader of Deep Church is known only as the Bishop of the Deep Church, he used Shoal Purification to dominate Atlantis and to spread the word of his church. He found a young, forgetful Atlantean and converted him to his religion and named him Issitoq and persuaded him to try and kill the Dweller of the Depths, so that Urlok could rise again.
