Actarus is an Italian M.U.G.E.N content creator that is infamous for creating below-standard versions of popular characters like Peter Griffin and Bender, or what is now known as the kill bill collection. Actarus is the one responsible for the race of horrible characters, soon to have others follow his path, such as RyouWin in his early days and KingStar; their quality of characters in their era are considered higher than that of Actarus, but not high enough to a creator like ShinRyoga or NeoKamek, for example. Shazzo and Khanny Pham are notable for having used Actarus' characters as a base for theirs, which resulted in characters that were of a quality equal to Actarus' and usually had an identical moveset and gameplay.
