The Heisei Phase 2 is specifically used to refer to the post-Decade era, with Kamen Rider Decade having been the 10th Anniversary Kamen Rider show of the Heisei period. After the Decade series, Kamen Rider is the official term for Riders while pre-Decade Riders have been shown to use "Masked Rider" in official localization releases and in Kamen Rider 4.
