Penguin Empire is a criminal empire in the Penguin's leadership in Batman: Shadow War. They are comprised of some of the toughest and hardest criminals in Gotham City and some of them are actually professional mercenaries that were hired and selected by Penguin himself. Penguin's thugs clothing were made up of army and combat lower body clothing and winter clothing and masks.
