Arbour started out with the junior Victoria Harbour team in the 1914-15 OHA Junior Season. He jumped straight to the Montreal Canadiens the next season and won the Stanley Cup. He then played for the Toronto 228th Battalion in the 1916-17 NHA season. The next two years were spent with the Canadian Army in World War I. Arbour rejoined the Canadiens in 1919-20 and was traded to the Hamilton Tigers in 1921. He spent two years with the Tigers and one with the Toronto St. Patricks before retiring.
