It is unusual because it has different levels of power; the higher the level, the stronger the move. Magnitude has 10 different possible levels (4-10), with the most common level being magnitude 7, at about 30%. Getting magnitude 4 or magnitude 10 by contrast have a low chance of happening: around 5%. Magnitude 6 or magnitude 8 is 20 % and Magnitude 5 and magnitude 9 is 10%.
