Lt. Stan Holliwell was an Internal Affairs officer who was on Victor Racine's payroll. Holliwell made Ike Thornton look like a dirty cop to divert attention from himself, forcing Ike to fake his own death and go into hiding, to escape being arrested or killed. He also tortured and murdered Paul Finch when Ike and Paul attempted to rob Racine's safe to find his ledger which would identity his real police contact.
