Tilden Santana was a Solarian citizen, former officer of the Solarian League Navy, and politician. After ending his naval career as an Admiral, he was installed as President of the Okada System by the Office of Frontier Security. The fact that he made some substantial contributions to the personal accounts of two senior OFS bureaucrats made Luis Rozsak believe that Santana was involved in the uprising that destabilized Okada in the first place.
