Voltine is one of two suspects of stalking Louise and Laerta. While she is only worth 60XP instead of 900XP if you kill her, she does own a Wand of Polymorphing (which she gives you if you kill the other suspect), and the stalker was accused of polymorphing to aid in their crimes.
