It is obtained by talking to Limma at the Battle Arena three minutes after completing the quest Arena Resources. The player must find two artifacts and bring them to Limma. The first is a Shadow Stone, the second is Waygate Dust. The Shadow Stone is a treasure and can be either found in a southern shadow patch in the Barrens ten minutes after this quest has been acquired *( 0.9.4 Patch, i dont know about the 10 minutes time, but i do know, you need to obtain the quest
