This is the first quest given by the Quest Merchant in the beginning of a new game. Although the quest directs you to recruit five troops, you actually need to acquire six other than yourself. Any troops will do, including heroes. Once you have a party total of seven or more, return to the merchant and this quest will be completed automatically and start the second quest, Learn where the hostages are held.
