One way is to go to Undercity/Silvermoon and walk south to Loch Modan, then south of the lake bridge the gap with the ledges you see. The crossings from the Arathi Highlands to the Wetlands and Wetlands to Loch Modan are heavily guarded, and thus hard to get through.
