The film opens with a montage of the previous film, as Steven Rogers and the howling commandos fight against HYDRA after he becomes Captain America, the first and only super soldier in the world. It shows the villainous Red Skull escaping with Cap and Bucky on his tail, only to find out other heroes exist and are on the same mission. In a swift decision, Cap and Bucky leave the Howling Commandos behind to join with a team they barely know to take down HYDRA once and for all.
