Sebastian has spent the past three years advancing his campaign to retake Starkhaven. He has been traveling extensively between Kirkwall and other Free Marches cities, attempting to recruit sufficient allies to build an army. With Hawke securing the Hawke family a place among Kirkwall's nobility, the two have crossed paths a few times, but an exiled prince like Sebastian has far better access than Hawke to the viscount and other heads of state.
