Michael Hagen was a Starfleet ensign who was assigned to Deep Space 9. Hagen was assigned to Deep Space 9 not long before the outbreak of the epidemic that became known as the Wrath of the Prophets. During Jadzia Dax's command of DS9 during the crisis, Hagen went to Miles O'Brien with his concerns that Dax was possibly ignoring three departure requests from docked starships.
