Mardi Gras Parade is a festival which occured in 2004. The Secretary of the Interior is traveling through the parade via float and is targeted for assassination by The Crows, an elite sub-division of The Franchise. Many innocent people in the crowded streets are drunk, and two houses are boarded up, possibly for protection from drunk vandals or looters taking a chance at burglary, and the police quarter is set in the center alley. Several bars are open for business and are filled with patrons, such as the Blues Oyster, Latin Fever and Rockers Choice.
