This council is comprised of nine Jōnin ranked shinobi who are elected by the people to serve on their behalf. These ninja are mainly charged with judging laws, treaties or anything that directly affects the people of the village and are enacted by the Admiral. All policies must be voted on and reach a 5/9th vote in order to be put into effect.
