The Prime Minister of Russia is the head of government of the Russian Empire. Appointed and dismissed by the Emperor and responsible to him, the Prime Minister formulates policy, heads the Council of Ministers, executes Imperial proclamations, and works as government head. The Prime Minister is the Emperor's leading advisor.
