The Proclamation of the Solarian Empire was the speech and proclamation delivered by President James Hasley to the Federation Council, and later, to the population at large in 2387. This speech offically brought the Federation-Romulan Wars to an end, annoucing the occupation of Romulus and the destruction of the Romulan Empire. In order to insure "stability, security, peace, and proper justice", Hasley (by then ruling as a near-absolute dictator) annouced the reorganization of the United Federation of Planets into the Solarian Empire, with himself as Solarian Emperor, reigning with absolute powers for life. Most people cheered and aplauded him. The Proclamation annouced the goals and primary objectives of this new Empire.
