Velus Hosidius is an Imperial who runs The Merchants Inn in the Market District of the Imperial City. He lives and works at the inn and rents beds for 20 File:GoldIcon.png a night. While there are many inns in the City, Hosidius' is the only place to sleep in the Market District. If items are left in the storage containers, they will over time end up as items the owner sells.
