NAFTA is a trade agreement between the United States, Canada and Mexico. Because nothing else was done to strengthen the economy of Mexico, the corporations decided to take advantage of the cheap labor pool, moving a great deal of manufacturing to that country. Then when the WTO came into existence, those factories were packed up and shipped off to countries with even lower labor costs, mostly in Asia. This left the populations of Canada, the US and Mexico even worse off than before.
