Angar was a cancer patient and a test subject for an experiment wherein his vocal cords were hit with an experimental energy blast. The energy blast destroyed the cancer cells, but altered his voice so that it affects the central nervous system of others; anyone who hears so much as a whisper from him will immediately go into a catatonic state. After S.H.I.E.L.D. added his name to the Index, they put a special mask over his mouth that stopped him from speaking and imprisoned him in Brynmore Psychiatric Hospital.
