Malorie's Peak is a Tortallan fief. It was bequeathed to Raoul of Goldenlake by King Jonathan IV for heroics in the Immortals War. Prior to that, it was part of the many lands of the Crown, as old noble families who had the title probably died out, thus annexing it to the Crown.
