Harlan Wilson was a former Machinist's Mate who was right at the scene of the first killing in 1994. He was discharged from the Navy and was later arrested in Canada for sexually assaulting a female Canadian Naval Officer before being sentenced to fifteen years in prison. He was eventually paroled and moved to Norfolk, living with his brother, Tom Wilson. Six weeks prior to Janice Santos's murder and the events in Lt. Jane Doe (episode), Wilson suffered a heart attack and died.
