There are construction sites in Club Penguin mostly before parties or when re-constructing, or building a new room. During this time, penguins may drill with hard hats and mining helmets more frequently, and there are signs that say "PENGUINS AT WORK" or something similar. Sometimes a crane can even be seen. Usually, there is a Miners Helmet as a free item when there is major construction or for decorating parties.
