It has been seen being used in Director Leon Vance's office many times with its use granting Vance and other people in attendance, usually NCIS Special Agent Leroy Jethro Gibbs the permission to discuss any top-secret or black-ops operations including Operation Frankenstein without any outside interference whatsoever. It has also been used in a few episodes of the second NCIS spin-off series, NCIS: New Orleans.
