Bill Chomps are a species of Chain Chomp that spit out Bullet Bills. The have a round head much like Chain Chomps except instead of having a mouthful of razor sharp teeth, they just have a hole and two eyes on their heads. They also have a trail of fireballs behind them much like Flame Chomp.
