Wily Citadel 2 is the second fortress level of The Megaverse. It is modeled after the first fortress stages of both Mega Man and Mega Man 2. In it, the player must make their way down one of the towers of Wily's fortress, negotiate a platforming section and then climb up the other. Along the way, they must face several Robot Masters they didn't fight earlier. The boss of the level is the Yellow Devil, who attacks by splitting itself into mulitple pieces and moving across the room, then reforming and firing projectiles from its eye. The player must attack the eye when it is open to damage it.
