Gothamites were given 48 hours to get out of the city before it was to be dropped from the union. Nicholas Scratch hired an assassin to kill Bruce Wayne, but the sniper missed and killed Mayor Grange instead. With Gotham's deadline passed, bridges leading out of the city began to be destroyed. Many villains, such as Killer Croc and Maxie Zeus find themselves trapped where the construction is happening, but try to control themselves and make the best of it.
