Michael Locke was a man who NCIS originally suspected of being an partner of Andy Hoffman, a notorious serial killer responsible for the deaths of military wives. Locke also had a brief relationship with NCIS/Mossad Liaison Officer Ziva David, which ended when Locke discovered NCIS had considered him a suspect. Despite Ziva's partner, NCIS Special Agent Anthony DiNozzo, believing that Locke was guilty, Locke was later found innocent.
