Kandel was a female Deltan bridge officer about the USS Aventine in 2385. She was on the bridge during the Aventine's conflict with fellow Starfleet vessels, the USS Falchion and the USS Warspite in orbit of Andor, reporting on the status of the former vessel earlier in the battle.
