Nora Williams is a federal witness who was scheduled to testify against her boss, Ray Beringer and as such, was escorted back to Washington D.C. with NCIS Special Agents Anthony DiNozzo and Ziva David protecting her but Nora's life under threat when a hostess/hitman on the airplane targeted Williams, having been hired by Williams's fiancé, Daniel Sturgis.
