Samuel Regan is a USMC commander. He was the superior to Billy Coen when the latter was a marine. Regan had Billy tried and convicted of murder. This act led Billy to become involved with the incident at the Umbrella Corporation Management Training Facility, in the events depicted in Resident Evil 0.
