Ragtag later learned that he obtained the power to bestow others with superpowers for a limited time. He moved to a construction site in Stucco City where he gave Run and Jump super powers on the condition that they steal for him and follow his orders. He was lated defeated by Static and Richie when the superhero threw Ragtag into a dumpster.
