Justin Kemp is a Metro Police Department Detective who appeared in the Season 6 episode, Silent Night (episode) and also a son-in-law of a rival to the two murder victims. It was also revealed that Kemp's wife had had an affair with Special Agent Anthony DiNozzo. Like Detective Andrea Sparr who appeared in Stakeout (episode), Kemp seems to resent NCIS stepping or interfering on a Metro PD investigation.
