Harmann was born in May 1953 to a German Lutheran family. His family immigrated to Sofasi in 1951, following World War II. He grew up in Sofasi and studied at UC Berkeley in California. Harmann became a lawyer and helped financially disadvantaged people. Harmann did not marry and had no children.
