The relationship between Oliver Queen and Tess Mercer is one of the oldest on Smallville. It's complicated, highly romantic, and also often volatile. It began with Tess saving Oliver from a highly toxic plant while on a deserted island. He immediately returned the favor by rescuing her from the pirates who were holding her captive, and captured her heart in the process. Tess and Oliver's relationship spanned much of the course of the show, being a source of much happiness, disappointment, and passion for both of them. Their relationship is often called "Tollie" by their fans.
