NORPAC, whether the name is an acroynm for something is unclear, was a military organization on Earth that was formed circa 2010 during a major global conflict. With the end of the conflict, the nations of the world formed the UEO. Whether or not NORPAC was a part of it is unclear, but NORPAC was responsible for the construction of the seaQuest DSV 4600, the largest submerine ever built, which they gave to the UEO to assist in their colonization of the Earth's oceans.
