Gotham's Rouges are the villains and enemies that Batman II has faced and sent to Arkham Asylum. They are also the inmates of Arkham. They once joined forces to try to take over New Gotham but were stopped when the New Gotham Knights foiled their plans. Many of the inmates in Arkham started out has normal citizens who completely lost sense of reality at some point of their life. all of the inmates at Arkham decided to follow in their parents' footsteps. They have been imprisoned in the same asylum that their parents were One inmate in particular Harlequin aka Dr. Harlene Napier started working as a therapist at Arkham. Blackgate Penitentiary also has inmates who were previously hosptialized at Arkham. Such inmates are Clayface, Penguin, Mr. Freeze, and Ivy.
