Originally he was nominated at the peak of the Seswenna Security Crisis, and his nomination—along with a nomination to replace Awa Moonflower of Seswenna—was temporarily tabled, leaving the seats empty. The nomination of Bix was eventually confirmed, and he allied himself with the Probitas pro populus faction led by Chancellor Anwis Eddicus.
