Denise O'Hara is a United States Senator from Vermont who in 2014 was ranking member of the United States Senate Committee on Appropriations. O'Hara is smart and well respected with NCIS Special Agent Eleanor Bishop being a fan. In the aftermath of Michael Elliot's murder, O'Hara was believed to have been guilty of bribery but evidence ultimately led the NCIS team to Jennifer Morrison who was being bribed by Calvin Ling.
