Charlotte Moore has appeared twice in the Law & Order franchise as the same character on both of these occasions as Julia Debakey, in The Reaper's Helper in 1990 and reprised her role in "Legacy" seven years later. Her last role was in a TV movie called Firehouse in 1997. [1]
