To encompass as many civilizations and even races as possible, the Church allows its belief systems to be taken from one extreme to the other - as long as they fit inline with the core structure of the New Order itself. Elements of the Church believe Palpatine to be God or avatar, whilst others believe him to be a prophet or a visionary. Whichever a follower believes, they are welcome within the Church.
