Purchased and commissioned in 3006 by Murovny Ksechev the owner of the Twin Moons casino, the Working Blue was intended to be a ship bought for spreading out the casino's influence. However, the ship sat on Tomin Kora's landing field for months. When ownership of the casino changed hands temporarily to Dr. Darya Miasnikov, this brought the attention of then acting captain of Hard Eight, one Vadim Tostanavich. Tostanavich and his crew came to an agreement with Darya in July of 3007.
