Milton Ashe was a Human man of the 23rd century. He was a Starfleet commodore in charge of administrating the planet Morales. After Starfleet forces discovered the cruel treatment of the native Morali by the local Orions, the Federation occupied the world and established a Starfleet-administered military government to temporarily oversee affairs. In the late 23rd century, Commodore Milton Ashe led this government. They aimed to create a more humane government and protect the Morali from Orion exploitation.
